2.20 Printed materials from computer organizations. Subject to reasonable and non-discriminatory rules of the institution respecting the time, place and manner of distribution, sale or display of materials, distribution, sale or display of printed materials by a student association or registered faculty, faculty or staff organization (including newspapers, magazines or other publications, pamphlets, pamphlets or other informal matters, or Posters, banners or exhibitions) or the distribution or posting of such materials free of charge by students, faculty or staff or oral statements by students, faculty, staff or their registered associations or organizations. A publication under this rule may contain paid advertising, but only if the publication is devoted to promoting the views of a non-profit organization or other bona fide editorial content that differs from advertising. Printed materials and oral statements in accordance with this rule may also include advertisements for academic or administrative units of the administration of the U.T. system or one of the institutions, for organizations of students, professors or registered staff, or for non-profit organizations. This rule does not permit any form of advertising, except in the cases provided for in the two preceding sentences. This rule does not allow the distribution, sale or display of for-profit publications. An organization or publication is for-profit if a portion of the net profit from its operation or distribution benefits a private shareholder or individual. Except as permitted by Rules 80103, 80106, 80108 and 80112 of the Rules and Regulations of the Regents, the use of property or buildings owned or controlled by the U.T. System or any of the institutions is not a student, faculty or staff; groups that are not organizations of students, faculty or registered staff; or by associations or organizations for programs or activities to be carried out jointly by the institutions of the U.T. and are subject to the following conditions: Rules and Regulations of Regents, Rule 40501 – Rules and Regulations of Regents with respect to speeches and meetings, Rule 80103 – Solicitation Article 3 Inadmissible solicitation. Any advertising permitted must be carried out in accordance with the first paragraph of section 2 and the by-laws of the institution. If, after reasonable investigation, it is determined that an inappropriate request is or has been executed, or that the admissible request is or has been executed in violation of the rules and regulations of the Regents or the approved rules and regulations of the institution, (1) a student, faculty member or staff member shall be subject to appropriate disciplinary action, and (2) a student union or a registered student, Faculty or staff organizations are prohibited from requesting for the reasonable period or periods. In case of repeated violations, the registration status of the organization may be revoked or other appropriate sanctions may be imposed. Any penalty or penalty shall be imposed in accordance with the due process of the applicable rules and regulations of the Regents or the approved directives and directives of the administration of the United States system or one of the institutions. 2.26 Advertising between roommates. In an electoral process conducted in accordance with the approved constitution, by-laws or election code of the faculty governing organization or student government organization of an institution, or an election held in accordance with the approved rules, regulations or guidelines of an institution, nominations may be made for a qualified candidate for or to be filled in such an election, to support or vote for or against, for or against any proposal decided at such an election. Such a nomination may be made only by candidates for a post or position; by a registered student, faculty or human resources organization and its members; or by a student, faculty member or staff member. Subject to appropriate and non-discriminatory rules of the institutions regarding the time, place and method of publication, advertising will be displayed on bicycles and on and around kiosks participating in bicycle rental programs approved by the institution. § 2 Exceptions to the prohibition. The following activities are not considered prohibited requests by this rule if they are performed in accordance with approved rules and regulations of the United States System Administration or one of the institutions.

These activities must be conducted in a manner that does not interfere with the academic programs or administrative activities of the administration of the United States system or any of the institutions, or any program or activity conducted by or authorized by the U.T. the administration of the system or one of the institutions; does not interfere with access to or exit from a building, structure or facility; does not impede pedestrian or vehicular traffic on sidewalks or roads or at entry and exit points of land, buildings or facilities; does not harass or intimidate the person or persons recruited; and does not violate any applicable state, federal or local law or regulation: 2.12 Event Sponsors. Under the terms of an approved written agreement, recognition of a sponsor of an intercollegiate athletics department or an institutional sporting event may be posted on the official website of that athletics department and, at the option of the sponsor, a text hyperlink and/or graphic hyperlink to the sponsor`s website may also be posted. Such an agreement may also provide that a confirmation from the sponsor by means of a public address system is announced, posted on a bulletin board or e-mail centre, or otherwise posted in designated areas of the sports facilities in accordance with an approved policy of the facility. The content of this acknowledgement and any use by the Sponsor of an institution`s name, logos, symbols or trademarks must conform to the formats approved by the Director of Trademark Licensing or, if this is not the standard, have the prior written authorization of the Director of Trademark Licensing. The common outdoor spaces of the property, owned or controlled by the University of Texas system, are traditional public forums and generally open to meetings, speeches and other expressive activities, subject to reasonable restrictions on time, place and manner. All other properties and buildings owned or controlled by the University of Texas system are not open for meetings, speeches, or other expressive activities.
